Looks like it represents animals at a watering hole or animals migrating to water. All the creatures are headed the same direction, which implies migration. The water also seems to symbolize fish and or eels. Seem to be multiples of some animals, which could symbolize that they are in large multitudes while the lone examples could represent rarity or extra importance. Took me a moment to realize the eagle above the snake in the carving.
